Contraception and Abortion Services Sidelined

When the lockdown was announced due to Covid-19, serious problems started arising in the whole country. People could not run their businesses, their work came to a standstill. People stayed hungry because food items were unaffordable. In such a situation many people lost their lives too. I work as a youth auditor with Action India. Our centers were closed during the lockdown. However we started to distribute ration, food and other essential things that we were getting from other organisations to those who needed it. We saw that ordinary people like daily wage earners or those who do small jobs faced the worst impact of the pandemic. There were many challenges in front of them. Apart from all these problems, another problem also emerged — young people’s access to their sexual and reproductive health and rights (SRHR).

Young people couldn’t access facilities because they couldn’t travel to health centers. The health
centers that usually provide SRHR facilities were now being utilised to provide COVID related services. We heard from many people that contraceptives were being sold at much higher prices than people could afford. Things like condoms were being sold at regular shops but because people were already out of money they couldn’t afford these. Women who wanted to access contraceptives like IUD or injections could not get them either. Many feared the transmission of STDs, and also unwanted pregnancies. Women’s access to services like abortion were also severely affected. While some could go to private hospitals, others facing economic instability could not afford those services.

We noticed that no attention was given to how young people would access SRHR during this lockdown or whom they could talk to solve these issues. Since our Action India centres were shut, we couldn’t help them much either. We could only connect to a few people whose numbers we already had on our phones. I saw that many young women and girls were very upset because they had no access to sanitary pads during their periods. Many of them used other means like cloth, which made them vulnerable to infections. Because their families already faced financial hardships, they couldn’t spend money on sanitary pads. Even before the pandemic, many women and girls could only access sanitary pads distributed at subsidised rates through schools and government programs like the National Adolescent Health Programme. All of these stopped during the lockdown.

After all of this, I would say that before taking any decision the administration should weigh all the positive and negative consequences of their decisions. The administration should think about the common people and the impact of their decisions on them. If such a situation arises again, young people should be consulted, and their opinions should be taken into account. Afterall, they are the new generation of our country, and it is expected that they will run the country. I feel that if they are not given such chances and opportunities then we won’t be able to progress as a nation. With the challenges of Covid-19, people figured out various ways to overcome their troubles and find new ways to live.Whenever the administration makes a decision, they should take into consideration all the possible results and always plan alternative ways to deal with or overcome the situation we are in.

कोविड -19 के चलते जब तालाबंदी की घोषणा की गई तब पूरे देश में एक गंभीर समस्या पैदा हो गई। लोग अपने कारोबार को नही चला पाए, सारे काम ठप्प पड़ गए और लोगों पर भूखे रहने तक की नौबत आ गई क्योंकि लोकडाउन चलने की वजह से भोजन अन्य साधन ऊँचे दामों पर बेचे जा रहे थे | ऐसे में कई लोगों को अपनी जान भी गँवानी पड़ी । मैं एक्शन इंडिया संस्था के साथ यूथ ऑडिटर के तौर पर काम करती हूँ | कोविड -19 समय हमारे सेंटर बंद थे पर हम बाकी संशताओं से आ रहे राशन, खाना और बाकी ज़रुरत की चीज़ें लोगों तक पहुंचाने का काम कर रहे थे | हमने देखा कि आम इंसानों पर महामारी का असर ज्यादा देखने को मिला — जो लोग रोज़ कमाई करते थे या जो छोटे मोटे रोज़गार करते थे उनके सामने बहुत बड़ी समस्या थी। इन सारी समस्याओं के अलावा भी एक और समस्या सामने आई ।

यह समस्या युवाओं से संबंधित है |  हमने देखा की यौन एवं प्रजनन स्वास्थ्य  (एस. आर. एच.) के मुद्दों को लेकर एक बहुत बड़ी चुनौती सामने आ रही थी । एस. आर. एच. से जुड़ी दिक्कतों के लिए कोई भी सुविधा उपलब्ध नही थी क्योंकी स्वास्थ केन्द्रों तक पाहुचना मुश्किल था । जिन स्वास्थ्य केन्द्रों मे एस. आर. एच. की सुविधाएँ आम तौर पर दी जाती हैं  उनमें सिर्फ़  कोविड -19 के इलाज की सुविधा दी जा रही थी। हमने आसपास देखा और कई लोगों से सुना भी कि या तो गर्भ निरोधक के साधन उपलब्ध ही नही थे या ऊंचे दाम पर लेने पड़ रहे हैं |  कंडोम जैसे निरोध आम दुकान में महंगे दामों पर मिलते हैं और कई लोग इन्हे नहीं ख़रीद सके क्योंकि  उनके  रोज़गार बंद थे और उनके पास इतने पैसे नही थे | जो महिलाएं आई. यू. डी. या इंजेक्शन जैसे निरोध चाहती थीं वह अस्पताल में नहीं लें पाई | और वह लोग जो गर्भनिरोधक के साधन ख़रीद नहीं पाए उन्हें यौन संचारित रोग या बच्चा होने का डर था | इन समस्याओं को कैसे दूर किया जाए या इनका क्या उपाय हो सकता है यह लोगों को समझ नहीं आ रहा था |

जिन महिलाओ को गर्भ समापन से जुड़ी सुविधाएँ लेनी थी वो नही ले पाई क्योंकि स्वास्थ केन्द्रों  से उन्हे मनाही कर दी गई थी । जिन महिलाओं के पास पर्याप्त धन नही था वह गर्भ निरोध और गर्भ समापन  की सुविधा प्राइवेट अस्पतालों में भी नहीं कर सकीं । क्योंकि प्राइवेट अस्पतालों में वही लोग जाते हैं जिनकी आर्थिक स्थिति मजबूत होती है |  तो इसलिए लोकडाउन के चलते यौन एवं प्रजनन स्वास्थ्य से संबंधित सुविधाओं को लेने मे बहुत दिक्कतें आई ओर लोगो को इन सब से जूझना पड़ा ।

हमने देखा के एस आर एच से जुड़ी सुविधाओं को लेकर कोई भी ध्यान नहीं दिया गया | खास तौर पर इस बात का ध्यान नहीं  दिया गया कि युवा लोग एस. आर. एच से जुड़ी समस्याओं के समाधान को लेकर  किससे बात करेंगे। उस वक्त हमारे एक्शन इंडिया के  सेंटर्स भी बंद थे और हम भी लोगों को राय नहीं दे पा रहे थे | जिन लोगों से हमारे फोन पर कांटेक्ट हो रहा था हम सिर्फ उन लोगों से ही बात कर पा रहे थे | यहां तक कि सरकारी डिस्पेंसरी और सरकारी अस्पतालों में भी एस. आर. एच से जुड़ी समस्याओं का समाधान नहीं मिल पा रहा था |  ऐसे में युवाओं को कुछ समझ नहीं आ रहा था कि वह क्या करें और कहां जाए |

कई ऐसे युवा महिलाएं और लड़कियाँ देखी जो बहुत परेशान थी क्योंकि उन्हें पीरियड के वक्त पैड की सुविधा नहीं मिल पा रही थी | और ऐसे में यदि वह किसी और साधन का इस्तेमाल करती जैसे कि कपड़ा तो संक्रमण का ख़तरा था। रोज़गार बंद पड़ने की वजह से घर में कम पैसे थे | तो ऐसी स्थिति में बाज़ार से पैड ख़रीदना भी नामुमकिन था | गरीब तबके की कई लड़कियों को पैड सिर्फ तब मिलते हैं जब उनके स्कूल में या राष्ट्रीय किशोर स्वास्थ्य कार्यक्रम जैसे सरकारी कार्यक्रमों द्वारा इनका वितरण होता है | लोकडाउन के दौरान यह सब भी रुक गया |

इस सबके बाद मैं यही कहूंगी कि प्रशासन को कोई भी फैसला करने से पहले उस फैसले के सही और गलत परिणाम के बारे में सोचना चाहिए | प्रशासन को यह सोचना चाहिए कि आम लोगों पर उनके फ़ैसलों का क्या असर होगा | आगे आने वाली ऐसी स्थितियों में युवाओं की राय भी लेनी चाहिए | क्योंकि वह हमारे देश की नई पीढ़ी है और हम उम्मीद भी यही करते हैं कि युवाओं को ही हमारा देश चलाना है |  अगर युवाओं को कोई मौका या अवसर नहीं मिलेंगे तो मुझे नहीं लगता यह देश तरक्की कर पाएगा | कोविड-19 में हमने देखा कि कई चुनौतियाँ सामने आई और उन चुनौतियों से सभी ने बखूबी जीने का तरीका निकाला।जब भी प्रशासन कोई फैसला करें तब पूरी तरह से परिणामों के बारे में और जो भी हालात हो उससे निपटने के लिए या उससे बाहर निकलने के लिए दूसरे रास्ते भी खोजने की कोशिश करें |
